It states: Broker individually or in cooperation with another broker procures a tenant ready, willing, and able to lease the Property at the Listing Price for a term stated in Paragraph 3 or at any other price or term acceptable to Landlord. So, the negotiated fee between the landlord and the listing broker is paid to the listing broker when the property is leased. What the listing broker offers to pay a cooperating broker is noted in section 8 under cooperation with other brokers.8.
