I agree with what the other agents have said that using the resources available can be a general guideline as to what may be an area prone to flooding.
If this is a determining factor of you obtaining flood insurance or not, I would suggest you also to your research on the cost of flood insurance it may not be as costly as most would think. As far as deciding to move into an area based on flooding or not, yes, the current resources, neighbors, home owners associations, local realtors that work the area and google searching may all assist you in making your decision.

yes ask your realtor to check the Flood chart for your area of concern! That's why it's a must to contact a local realtor it always benefit the buyer or tenant.

Karen Sherrill gave a great answer, I'm just throwing in my two additional cents.

Depending on how far back the flooding incident was there may have been so much turnover in the complex that finding a resident that lived there during that timeframe may prove daunting, so check these places too. Locate the apartment or condo association's Facebook page and dig back to when the flooding would have occurred and read comments or look for photos. Check local review sites - sort by date and read reviews from around the same timeframe. Google the complex's name plus the word "flooding" to see if there were any news articles or videos posted online.

Unlike when selling a home and there must be disclosure regarding flooding, the same does not apply went renting. A few avenues off the top of my head would be:
1. Ask - hopefully the property manager/landlord would be honest. If it did, ask how the property was remediated and how frequently it has flooded.
2. If everything looks brand new and the unit is older, again ask why it was all updated
3. Talk with neighbors
4. Enter the address is the Harris County Flood Education Mapping tool. While this does not indicate if the property flooded, it can be an indicator if it is in a susceptible location https://www.harriscountyfemt.org
